1. MONITOR

Monitor and assess threats and incidents that may lead to a local emergency.

During this stage, the primary focus is on saving lives and protecting property. Emergency responders, such as police, firefighters, and medical personnel, work to stabilize the situation and provide essential services such as search and rescue, medical care, and temporary shelter.

 

Recovery

The coordinated efforts and processes to bring about the immediate, medium-term and long-term holistic regeneration of a community following a civil defence emergency.

After the immediate emergency response, relief efforts focus on providing basic necessities such as food, water, shelter, and medical care to those affected by the disaster. This stage may involve government agencies, non-profit organizations, and volunteers providing emergency aid, including financial assistance to those who have lost their homes or businesses.

The reconstruction phase involves restoring physical infrastructure, such as buildings, roads, and utilities, damaged or destroyed by the disaster. The government and private sector work together to repair or rebuild infrastructure, housing, and public facilities such as schools, hospitals, and government buildings.

This stage focuses on the long-term rebuilding of the community and its economy. This includes creating jobs, developing affordable housing, and restoring business activity in the affected areas. Local and national government agencies may provide funding and technical assistance to support the recovery efforts.
